PRESENT Cllr J O’Brien (Chair), Cllrs G Braeckman, M Caton and J Kavanagh. Stansted Millers Jeff Bowie, Tudor Owen and Richard Thomas

363 TO APPROVE THE MINUTES OF THE MEETING HELD ON 4TH DECEMBER 2024
RESOLVED to approve the minutes of the meeting held on 4th December 2024 as a true and accurate account.
364 TO RECEIVE AN UPDATE ON ACTION POINTS FROM THE LAST MEETING
235 – Seek legal advice regarding the Rural Land Register – Not pursued this yet but concerned about the legal costs and whether it was worth spending the money. After discussions it was agreed that this could open up further funding so the office will research as much as possible before going down the legal route.
365 TO RECEIVE AN UPDATE FROM THE MILLERS ON MAINTENANCE
Richard Thomas updated with the following:
It is estimated that the repointing work would finish in approximately 1.5 weeks and then hopefully the scaffolding can come down quickly after. This will be the week before Easter if everything goes to plan so it’s a tight schedule and there will be a lot of clearing up to do if they are to open on time and hold their Easter event. If it doesn’t go to plan then the Easter event will have to be cancelled due to Health & Safety issues.
The AGM scheduled to take place in the Windmill next week has been deferred.
A breakdown of costs and funding was tabled at the meeting and included the cost of repairs to 2 shutters.
Their accounts were also tabled and Richard explained that they have the £10,000 to pay back to the Parish Council but this will virtually deplete their funds.
No fund-raising events have taken place this year so far due to the works taking place but there is a quiz night this Saturday which is sold out and plans are progressing for the annual August fete.
They are still awaiting their grant from SPAB but this has been chased by the Projects Officer.

368 TO CONSIDER A SUGGESTION TO ENROL IN THE ESSEX POLICE HERITAGE WATCH SCHEME
Jeff Bowie explained that this is free to join and it would mean Essex Police would add to their rounds with a view to preclude a number of different criminal acts and activities. After discussion it was agreed to register.
