Minutes of a meeting of the WINDMILL SUB-COMMITTEE held at 7.00pm on Wednesday 4th December 2024 in The Mountfitchet Exchange, Crafton Green, 72 Chapel Hill, Stansted Mountfitchet, Essex

PRESENT       Cllr O’Brien (Chair), Cllrs M Caton, S Ghosh and J Kavanagh plus Jeff Bowie and Richard Thomas 

ATTENDING   Mrs Ruth Clifford – Parish Clerk, Mrs Emma Philbrick – Deputy Clerk 1 member of the public – via Zoom

232      APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllr Khan – Working and Tudor Owen.

RESOLVED    to accept the apologies for absence from Cllr Khan

No apologies were received from Cllr Braeckman 

233      DECLARATIONS OF INTEREST – None

234      TO APPROVE THE MINUTES OF THE MEETINGS HELD ON 27TH MARCH AND 6TH MAY 2024

RESOLVED    to approve the minutes of the meetings held on 27th March and 8th May 2024 as true and accurate accounts.

235      TO RECEIVE AN UPDATE ON ACTION POINTS FROM THE LAST MEETING

487 – Send draft minutes to the Millers – On-going

491 – Copy of accounts to be emailed to the office and circulated with the minutes – done

491 – Office to look into adding the Windmill to the Rural Land Register – Have been looking into this but there may be issues as the Parish Council does not own it. Was agreed the Clerk would endeavour to find the paperwork which shows it was gifted to the Parish of Stansted and seek legal advice.

236      TO RECEIVE ANY UPDATE FROM THE MILLERS ON MAINTENANCE

Awaiting an update from Rob Wilks on how the work is going but its unlikely to be finished before the end of the year. They have been busy cutting out the extra damaged bricks. The re-pointing work has been put on hold due to the weather. They intend on inviting representatives who have awarded them grants so they can see the work taking place. The painting of the windows is being looked at but this cannot be carried out whilst work is done. The two of the rings have been moved up to expose the bricks underneath. The quote from Rob Wilks is secure apart from the additional bricks which is really good as it is already 2.5 years old. Cllr O’Brien asked if treatment for bricks could be an option, but the opinion of the Millwright is that it’s not a good idea as they need to allow the structure to breathe or it could cause more issues.

The accounts were tabled at the meeting and there were no questions
