505 APOLOGIES FOR ABSENCE
Apologies for absence were received from Cllr Jessup – Working, Cllr Khan – Travelling and Cllr Sell – family event. It was unanimously agreed to accept all the apologies.

507 TO APPROVE THE MINUTES OF THE MEETING HELD ON 13TH APRIL 2022
The date of the minutes state 14th April so these will be amended. Cllr Braeckman also pointed out that for minute number 434, the Equality and Diversity Policy was taken back to the Equality and Diversity Policy Working Group and not the Policy Working Group.
RESOLVED to accept the minutes of the meeting held on 13th April 2022 as a true and accurate account once the above changes have been made.
508 TO RECEIVE A REPORT FROM THE CHAIR – Attached
The Chair advised that she had spoken to Cty Cllr Gooding before the meeting regarding Grove Hill and the large vehicle which had got stuck in Lower Street. It was not illegal as the lorry had travelled down the hill and there are no restrictions for that. There is a process which needs to be followed to put steps in place and the process is being followed in the correct way.
The Chair read a statement regarding the recent newspaper article about a former Parish Councillor.
509 TO RECEIVE AN UPDATE ON ACTION POINTS FROM THE LAST MEETING
The Clerk advised that both action points had been completed and amended draft policies had been received back today so will be on the next Full Council agenda.
510 TO RECEIVE THE DISTRICT COUNCILLORS’ REPORT
The following written report had been received by District Cllr Khan:
Airport fly parking:
Following residents’ concerns on the Mountfitchet Estate, District Cllrs and Khan and Caton met with the team at Stansted Airport to take them on a tour of the area for a first-hand view the problems caused by airport fly parking. I am pleased to announce that following our discussions, the Airport have agreed to install “No Airport Parking” signs on the estate. These will be installed from week commencing 18th May. This is a good outcome as a first measure to try and alleviate the problem of airport parking. Residents have been informed via the Mountfitchet Estate Facebook page.
In addition to the above, we have also agreed that the “No Airport Parking” signage will be placed on the following roads on Forest Hall Park:
- Walson Way
- Reeve Road
- Livings Way
- Palmer Close
- Forest Hall Road
I have updated residents via their Facebook page.
Parking restrictions:
Cllr Caton, and I along with the Clerk and Deputy Clerk met with a representative of the North East Parking Partnership to discuss appropriate restrictions on the Mountfitchet Estate and Forest Hall Park. A consultation will be published in the next few months to inform residents on the process and timescales. If there is a 75% vote for an appropriate option it is likely that the Parking Partnership will implement the agreed restriction in autumn 2023. At this stage, rather than speculate on the options, I would advise that residents wait for further announcements and guidance via the Parish Council website and the two District Cllrs for Stansted South.
District Councillor Caton added that following on from the meeting with the Parking Partnership, junctions around Forest Hall Park were in need of protection with either waiting restrictions or yellow / red lines. This would run in parallel with the Airport Parking initiative.

514 TO RECEIVE AN UPDATE FROM THE EVENTS WORKING GROUP
Cllr Caton updated the below:
Beacon
The lighting of the Beacon will take place on the Recreation Ground. It will be lit at 9.45pm. The U3A will be singing at the event. An independent person, possibly Touchpoint, will be deciding who will light the beacon.
Picnic
There are now 5 confirmed acts and an MC
There will be ice cream, a bar, various food outlets and the WI will be offering tea and cakes.
For kids there will be a bouncy castle, face painting and arts and crafts.
Now that acts are in place, the event will start to be advertised.
Cllr Prior asked if the Windmill will be lit up? It was confirmed that they had not found someone who could do this but if anyone came forward/found, then this would very much be welcome.

CHAIR REPORT
Chair Maureen Caton
A shorter report than usual, but possibly with potentially good news. Along with other local stakeholders Cllr O’Brien and I met with Peter Holt, UDC CEO to discuss the possibility of the provision of a presence of the DWP one day a week in Stansted. Initial thoughts are to locate in the Parish Council Committee Room subject to a DWP safety assessment. We will keep you posted on any developments in relation to this proposal.
We have been alerted by National Highways that maintenance to Junction 8 of the M11 and the Birchanger Roundabout will be effective from Fridays at 9pm until Mondays at 5am.The southside will be affected 20th – 23rd May

24th – 27th
They will be sending full details of lane closures and any diversions for non- motorway traffic for us to inform and publicise locally.
We have had update meetings with our Special Constable and PCSO which have been very constructive. Recent issues relating to one young person outside the area covered by the Youth Club are being monitored and followed up by them.
Finally, the ongoing issue of HGVs on Grove Hill and the recent incident where one could not navigate Grove Hill and blocked access to others, will be discussed with Cllr Gooding to ascertain if there are any immediate solutions that can be put into place to prevent this reoccurring. Report Ends
