MINUTES

Minutes of a meeting of the FULL COUNCIL held on Wednesday 12th April 2023 at 7.30pm in The Mountfitchet Exchange, Crafton Green, 72 Chapel Hill, Stansted Mountfitchet, Essex 

 

PRESENT Cllr M Caton (Chair), Cllrs A Barnes, G Braeckman, J Hogg, M Jessup, 

P Jones, J Kavanagh, J O’Brien, F Richards, G Sell and T Smith. 

 

ATTENDING Mrs Ruth Clifford – Parish Clerk 

Mrs Emma Philbrick – Deputy Clerk 

 

437 APOLOGIES FOR ABSENCE 

Apologies for absence were received from Cllr Prior – Working and Cllr Guney – Unwell. It was unanimously: 

RESOLVED To accept the apologies for absence from Cllr Prior and Cllr Guney 

 

PUBLIC PARTICIPATION 

One member of the public spoke regarding CPR and Defib training and a survey for a second dispensing pharmacy. 

Cllr Jessup agreed that he would do the CPR and Defib training free of charge for anyone interested as he is a first responder. Public Participation Ends.

 

438 DECLARATIONS OF INTEREST None  

439 TO APPROVE THE MINUTES OF THE MEETING HELD ON 22ND MARCH 2023 

RESOVLED To accept the minutes of the meeting held on 22nd March 2023 as a true and accurate account. 

440 TO RECEIVE AN UPDATE ON ACTION POINTS FROM THE LAST MEETING 

None 

 

441 FINANCE 

a) TO APPROVE THE LIST OF PAYMENTS

The Clerk advised that the invoices had been checked against the payment schedule by Cllr Hogg before the start of the meeting. 

The list of payments was approved. 

b) TO RECEIVE THE DRAFT INCOME & EXPENDITURE STATEMENT TO 31ST MARCH 2023

This was tabled at the meeting and stressed that this was only a first draft. It is the accurate month end but that the year-end still needed to be done as there are a lot of adjustments that are made – The final result should still be a healthy surplus. Cllr Braeckman gave congratulations. 

c) TO RECEIVE THE VAT RETURN TO 31ST MARCH 2023

The Clerk presented this to the meeting and confirmed that the money had already been received. 

 

442 PLANNING APPLICATIONS 

1 UTT/23/0690/HHF – 1 CROASDAILE ROAD 

Front single storey extension to lounge and garage 

No Comment 

2 UTT/23/0717/HHF – THE YEWS, 64 BENTFIELD ROAD 

Demolition of existing conservatory and replacement single storey rear garden room extension. 

No Comment 

3 UTT/23/0881/LB – 47 LOWER STREET 

Proposed single storey rear extensions to either side of later back addition and alterations, replacement Crittall type windows to front elevation. 

No Comment 

4 UTT/23/0880/HHF – 47 LOWER STREET 

Proposed single storey rear extensions to either side of later back addition and alterations, replacement Crittall type windows to front elevation. 

No Comment 

443 TO CONSIDER QUOTES FOR RE-SEEDING THE FOOTBALL AREA ON THE RECREATION GROUND 

Cllr Barnes explained that the Open Spaces Committee had agreed that the work needed to be carried out but the quotes had not been received in time for the last meeting. The quotes were circulated to the Council by email ahead of the meeting. The Clerk advised that she had contacted the recommended contractor, M D Landscapes to ask what is the latest this work could be carried out to be successful this year as the work would not be able to go ahead until after the Coronation Community Picnic on 7th May. Cllr Richards asked if it was just the goal mouths that would be re-seeded or the mud bath area between the goal mouths? Cllr Barnes confirmed that it was the goal mouths and out approx. 15-20 feet from each. 

Having been proposed by Cllr Barnes and seconded by Cllr Braeckman, it was unanimously: 

RESOLVED To accept the quote from MD Landscapes for the re-seeding of the goal mouths as long as it was not too late to be successful this year.  

444 PERSONNEL SUB-COMMITTEE – TO RECEIVE THE MINUTES OF THE MEETING HELD ON 15TH MARCH 2023 

The minutes of the Personnel Sub-Committee meeting held on 15th March 2023 were received. 

445 WINDMILL SUB-COMMITTEE – TO RECEIVE THE MINUTES OF THE MEETING HELD ON 5TH APRIL 2023 

The minutes of the Windmill Sub-Committee meeting held on 5th April 2023 were received. 

446 F&BP – TO RECEIVE THE MINUTES OF THE MEETING HELD ON 5TH APRIL 2023 

The minutes of the F&GP meeting held on 5th April 2023 were received. 

The Chair advised that Special Constable Steve Dale has retired from Essex Police and they are actively trying to find a replacement.  

Cllr Caton also asked for more volunteers for the Coronation Community Picnic as these are urgently needed. 

Cllr Sell gave thanks for all their work to Cllr Hudson, Cllr Jessup, Cllr Richards and Cllr Smith who had decided not to stand for the Parish Council again so this would be  their last Full Council meeting. 

Meeting closed at 7.50pm
