MINUTES of a meeting of the FULL COUNCIL held at 7.30pm on Wednesday 15th December 2021 in the Day Centre, Crafton Green, 72 Chapel Hill, Stansted Mountfitchet, Essex. CM24 8AQ

Cllr F Richards (Vice-Chair in the Chair), Cllrs A Barnes, J Kavanagh, J O’Brien and G Sell
ATTENDING Mrs Emma Philbrick – Trainee Deputy Clerk
In line with the National Association of Local Councils (NALC) guidance, it was agreed to defer all agenda items requiring a decision with the exception of 10a. The reports referred to on the agenda will be circulated by email.
283 PAYMENTS FOR AUTHORISATION
The list of payments was circulated to members ahead of the meeting. After brief discussion it was:

AGENDA
PLEASE NOTE THAT IN LINE WITH GUIDANCE FROM THE NATIONAL ASSOCIATION OF LOCAL COUNCILS (NOT TO MEET IN PERSON IN DECEMBER DUE TO COVID AND LEGALLY MEMBERS CANNOT TAKE DECISIONS TO SPEND MONEY VIA ZOOM), IT HAS BEEN DECIDED THAT THE MEETING WILL PROCEED WITH ONLY ONE ITEM ON THE AGENDA WHICH IS 10A TO APPROVE THE LIST OF PAYMENTS. THIS WILL BE HELD WITH A QUORUM OF MEMBERS (5 MEMBERS). WE EXPECT THIS TO LAST A MAXIMUM OF 5 MINUTES. ALL OTHER DECISIONS WILL BE DEFEREED TO A FUTURE MEETING AND REPORTS WILL BE CIRCULATED BY EMAIL TO MEMBERS AND PUT ON THE WEBSITE IF APPROPRIATE. THERE WILL BE NO ZOOM FOR THIS AGENDA ITEM.
